In piena crisi petrolifera, il Foreign Office è costretto a cedere al ricatto degli sceicchi arabi. Tra rialzi e ribassi dei prezzi, le fila di un intrigo internazionale passano dalla scrivania di Elliott McQueen, un press agent che tiene in scacco numerosi uomini politici attraverso un giro di prostitute d'alto bordo. Quando una di queste donne finisce ammazzata, viene chiamato l'ispettore Swenney che, per le sue indagini, a un certo punto è costretto ad andar via causa esonoro. Ma la preda è troppo grossa perché il poliziotto molli la presa.
