Il piccolo Tommy Gibbs è un lustrascarpe di Harlem. Durante un regolamento di conti viene arrestato dal corrotto agente McKinney. Uscito dal carcere, Tommy vuole vendicarsi del poliziotto e diventare un boss. Lavorando per il killer Santosa, entra in possesso di un registro contro le autorità.
