John è un giovane e ambizioso agente di polizia, assai considerato dai suoi superiori. Di fronte alla costante escalation della violenza fuori e dentro gli stadi di calcio, insieme a tre colleghi riceve il compito di infiltrarsi negli ambienti del tifo più estremista allo scopo di smascherarne i capi e assicurarli alla giustizia. John prende assai a cuore la missione e diviene un abituale frequentatore del "Rock", un pub che funge da quartier generale per i supporter dello Shadwell, compagine di serie B. Giorno dopo giorno i suoi rapporti con gli hooligans - in particolare con Martin, Nick e Gumbo - si stringono, e John si identifica a tal punto col proprio ruolo fittizio da partecipare con totale convinzione alla vita del "branco" e alle sue azioni teppistiche.
